Colleen Murphy 5f1635ce84 Remove duplicated TOC in configuration guide 
The table of contents already shows up to the left side of the
configuration page, so we don't need it explicitly at the top of the
page. Explicitly including the TOC was causing the headers to appear
twice in the admin guide TOC.

Building Docs

Developer documentation is generated using Sphinx. To build this documentation, run the following from the root of the repository:

$ tox -e docs

The documentation will be built at doc/build/.
