Previously we stored revocation events when a user's membership to a project was removed. This is no longer needed since all supported token providers in keystone validate tokens by rebuilding them at validation time. This commit removes logic from the assignment API that persists revocation events. It also removes the dependency the assignment API has on the revocation API, since it is no long needed.
