Hongbin Lu a84e0f8778 Update the release name in install tutorial 
It looks the document will land on latest release page
(https://docs.openstack.org/keystone/latest), but it declares
for documenting the OpenStack Ocata release, which seems outdated.

Building Docs

Developer documentation is generated using Sphinx. To build this documentation, run the following from the root of the repository:

$ tox -e docs

The documentation will be built at doc/build/.
