Lance Bragstad b679e7d6be Update man pages for the Kilo release 
The current man pages for keystone-manage don't include commands relating to
Fernet setup, or the domain configuration upload.

Building Docs

Developer documentation is generated using Sphinx. To build this documentation, run the following from the root of the repository:

$ tox -e docs

The documentation will be built at doc/build/.
