Valeriy Ponomaryov 8ac4f0a913 Disable share groups APIs by default 
as of Ocata because feature has not been completed.
Revert this change back in Pike.

MANILA

You have come across an OpenStack shared file system service. It has identified itself as "Manila." It was abstracted from the Cinder project.
