Thomas Bechtold fe88e8f796 Add job for releasenotes ... With changeset [1], releasenotes are added to monasca-persister. To make the release notes available, the notes can be build now with tox ("tox -e releasenotes") and the standard zuul job (release-notes-jobs-python3) was added to build and publish the notes. Also adjust elasticsearch requirement to "<3.0.0" to be inline with the global-requirements list. This fixes: Requirement for package elasticsearch excludes a version not excluded in the global list.
