Yushiro FURUKAWA 9844e5e09c Fix firewall rule 'shared' check in updating fwp 
This commit fixes 'shared' validation for existing firewall rules in
updating firewall policy with 'non-shared' to 'shared'.

This package contains the code for the Neutron Firewall as a Service (FWaaS) service. This package requires Neutron to run.
