elajkat e1e496d337 Add libczmq4 to bindep for testing on jammy 
py310 job is failing for fwaas on jammy, adding libczmq4 to bindep can
solve the issue.

This package contains the code for the Neutron Firewall as a Service (FWaaS) service. This package requires Neutron to run.
