Sean M. Collins e70a782008 DevStack plugin for fwaas 
Start by just running the cookiecutter code - documented at [1]. Then
scrape out the fwaas/firewall code from DevStack and stick it where it
looks like it should be in the plugin.

Welcome!

This package contains the code for the Neutron Firewall as a Service (FWaaS) service. This includes third-party drivers. This package requires Neutron to run.
