Nguyen Hai Truong c7a6017d40 Update min tox version to 2.3.2 
After latest changes on tox.ini, the minimum
version of tox need to be changed to 2.3.2.

Welcome!

This package contains the code for the Neutron VPN as a Service (VPNaaS) service. This includes third-party drivers. This package requires Neutron to run.
