Move legacy-tempest-dsvm-nova-os-vif in repo 

change https://review.openstack.org/559401 moved
legacy-tempest-dsvm-nova-os-vif to os-vif repo and renamed it to
os-vif-ovs. Move the job from project-config set up to nova, it was
in experimental queue there.
