Tetsuro Nakamura 7ecd7e6e33 doc: merge numa.rst to cpu-topologies.rst 
The explanation of NUMA topology feature of nova exited in both
numa.rst and cpu-topologies.rst under doc/source/admin/.

This patch merges them for cleaning up.
