Patch Set 17:

Ok.  I got the distro_install gate to pass with the addition of the 3 changes listed below.  The current state of distro install will install all packages on all hosts/containers even if those packages are not used.  And apt is automatically starting all of the services leaving the unmanaged services running.  These extra unused services consumed enough memory to cause the gate to fail.
