Antony Messerli 93831a6091 Move ARA install to end of bootstrap setup_ara sets up the callback plugins variable so as it is now, it gets unset during the role retrieval. OpenStack-Ansible

OpenStack-Ansible is an official OpenStack project which aims to deploy production environments from source in a way that makes it scalable while also being simple to operate, upgrade, and grow.
