Update git submodules 

* Update irc-meetings from branch 'master'
  - Reduce frequency of Sahara team meeting
    
    With the current state of affairs it makes sense to reduce how often
    the Sahara team meets.
    
    Also:
    - Remove old link to agenda (this field is apparently optional anyway)
    - Update chair to current PTL (he's somewhat more active)
