Update git submodules 

* Update ironic-specs from branch 'master'
  to 6012895619e165fb343e4dbe9942493c46c99f3f
  - Retire now-outdated snapshot spec
    
    Snapshot support is expected to come via the newly designed Service
    Steps, which is providing a generic framework for performing actions on
    ACTIVE Ironic nodes -- including snapshotting.
    
    Ironic contributors will write a new spec about implementing snapshot
    via Service Steps once that work is completed.
