Update git submodules 

* Update devstack from branch 'master'
  to 99919cbbd833743f8286b3bb4a4fc923e4050e85
  - Merge "Horizon: Install pymemcached"
  - Horizon: Install pymemcached
    
    ... so that we can use PyMemcacheCache backend. The MemcachedCache
    backend, which has been used previously, has been removed in recent
    Django, and we are switching the default backend in [1].
