Update git submodules 

* Update glance from branch 'master'
  to 061e2fb4ee1e0859568daf42b314a591afe8b92d
  - Merge "Deprecate Windows OS support"
  - Deprecate Windows OS support
    
    Unfortunately the Winstackers project has been retired because of no
    maintainers[1][2], and OpenStack on Windows host is no longer
    maintained.
