Update git submodules 

* Update kolla from branch 'master'
  to a1c6ef413c96b5b39a5ef55fbe2c93bf964c2c9c
  - Merge "docs: Update release management for Xena process"
  - docs: Update release management for Xena process
    
    At the Kolla Xena PTG [1] we discussed making some changes to the
    release process, as well as improving documentation around some of the
    less well documented steps. Since then, a draft proposal was circulated
    [2], and discussed in IRC meetings [3].
    
    This change updates the release management documentation based on the
    agreed process. It also includes Kayobe release steps which were
    previously documented separately [4].
