Update git submodules 

* Update openstack-ansible-repo_server from branch 'master'
  to 4f3bec16800c03352c89824561cf4daedd0ce0af
  - Use /run/nginx.pid
    
    In modern systems /var/run folder is just a symlink to
    /run with potential to be removed in the future.
    
    Currently, nginx might fail on Debian jobs because of that [1]
