Update git submodules 

* Update tacker-specs from branch 'master'
  to 080dfc5fe432b3910756d2dce113637311c12d7b
  - Support CNF Scale in v2 LCM API
    
    This specification enhances version 2 (v2) of Scale API
    for supporting CNF.
    Previous release supported VNF Lifecycle Management (LCM) operations
    defined in ETSI NFV SOL002 v3.3.1 and SOL003 v3.3.1.
    However, v2 Scale API has not supported CNF yet.
    This specification enables v2 Scale API to handle CNF.
