Update git submodules 

* Update charm-guide from branch 'master'
  to 968879fb0cf56d32cc42bd1303fab83825063e6a
  - Merge "Reorder upgrade steps and restart metadata agents"
  - Reorder upgrade steps and restart metadata agents
    
    When upgrading from versions lower than 20.09 to
    22.03, OVN metadata agents and Neutron servers
    must be restarted (in this order). Failure to do
    so will result in Neutron being unable to detect
    OVN metadata agents.
