Update git submodules 

* Update magnum from branch 'master'
  to 6bb2c107ffe0b9c7a278856927d64bebde3d5c36
  - Merge "Remove support for in-place upgrades with the Heat driver."
  - Remove support for in-place upgrades with the Heat driver.
    
    Heat stack SoftwareConfig is unable to provide a reliable upgrade
    experience, so is being disabled. More details in code comments.
    
    A Cluster API driver provides a way forward for Magnum to support
    these again, and implement upgrade_cluster.
