Set PS4 to provide additional debug info

Add:
export PS4='+ ${BASH_SOURCE:-}:${FUNCNAME[0]:-}:L${LINENO:-}:   '

To devstack-vm-gate-wrap.sh to provide additional debug info.  This will
show the filename, line number, function name, and the content of the
line.

Same as how it is done in openstack/devstack

An example output line:
+ ./safe-devstack-vm-gate-wrap.sh:main:L547:   RETVAL=1
