Subject: [PATCH] Update git submodules

* Update project-config from branch 'master'
  - Merge "Remove stx-* Gerrit master notifications from #starlingx"
  - Remove stx-* Gerrit master notifications from #starlingx

    Leave the release and milestone events as they should be rare and we
    probably do want to know about those.
