Update git submodules 

* Update os-brick from branch 'master'
  to b6f0f3c25ecda80861ff233ca8526d338319bd49
  - Merge "Set packages in setup.cfg"
  - Set packages in setup.cfg
    
    Without this, "tox -e py38" fails with an error from
    setuptools:
        error: Multiple top-level packages discovered in
        a flat-layout: ['etc', 'os_brick', 'releasenotes'].
