Doug Hellmann 6a94cbc6a2 move configuration option list to the configuration guide We have a section in the reference guide showing the configuration options built into oslo.config. Move that to the configuration guide instead so it is linked from the Configuration Guide list at https://docs.openstack.org/$series/configuration/ like the similar documentation for other libraries.
