Hervé Beraud 5835e5d8e4 Dropping lower constraints testing
This is the combination of 2 commits (3542beac, 2af794b59f) cherry-picked
from wallaby to drop the lower-constraints.

The first commit drop the lower constraints testing.

The second one remove lower-constraints remnants

NOTE(hberaud): Conflicts are related to zuul's job names that differ
from wallaby to victoria.
