Akihiro Motoki b9eed49961 Revert "Remove Babel as a runtime requirement" 
This reverts commit 0658992b0b.

The reverted commit moves Babel to test-requirements.txt
but Babel is a run-time requirement as _gettextutils imports Babel.
As a result, oslo_i18n 3.15.2 cannot be imported.

Closes-Bug: #1692773
