Code Issues Proposed changes

Add JsonPayloadSerializer serializer 

JsonPayloadSerializer exists in a several OpenStack projects such as
cinder, ironic, magnum, nova, trove so there is a sense to keep it in
oslo.messaging to avoid of code duplication.
