Add DevStack plugin

This allows us to automate enabling OSProfiler in OpenStack

Just add to DevStack localrc file:

enable_plugin ceilometer https://github.com/openstack/ceilometer
enable_plugin osprofiler https://github.com/openstack/osprofiler
