Pradeep Kilambi 94b3d40cea Enable entry points for new declarative meters ... Include the new entry point for meters notifications and deprecate the migrated ones. Also add the exchange controls to the notification agent directly. As a first step, this commit converts glance, magnetodb and orchestration meters.
