Remove assisted volume snapshot RBAC tests

This patch removes assisted volume snapshots RBAC tests from
the compute module, because the assisted volume snapshot
client does not yet exist in Tempest.

According to Tempest's hacking rules, "Skipping tests should be
based on configuration only." Skipping the tests unconditionally
is bad practice.

Once the relevant Tempest client is implemented, this patch can
be reverted and the skip test decorator from the tests can be
removed.
