Add new repo for magnum tempest plugin

In addition to fulfilling Queens Goal "Split Tempest Plugins into
Separate Repos/Projects",  This imports from a temporary github
repo that preserves the history of the plugin and additionally
applies the openstack cookiecutter to it.
