Add #osic to accessbot 

The #osic channel on Freenode is home to those contributing to the
OpenStack Innovation Center (originally Rackspace and Intel). As we
involve developers from other organizations, we'd like to move this
channel under the control of accessbot, leverage eavesdrop, etc.
