Create base-ozj base job 
This is needed so we can remove / reuse base-minimal name so we can
move base into openstack-zuul-jobs.

base-ozj

These playbooks are used to select a minimal subset of the roles included in the base playbooks.

It will do nothing else than what is explicitly necessary for any job to run properly.
