Paul Belanger 41622cf33c Build tarballs / wheels for release-openstack-python ... We actually want to build tarballs and wheels for release-openstack-python. This can use the same playbook we use for publish-openstack-python-branch-tarballs. Refactor python-branch-tarball to only rename the files and move the sync into python-tarball post.
