Ghanshyam Mann 104ecfdf2c Modify the project specific stable team management 
In Xena, TC passed the resolution about enabling the
project team manage their stable core team.

To build the guide, execute the following command:

$ tox

After running tox, the documentation will be available for viewing in HTML format in the doc/build/ directory.
