Jeremy Stanley 1f8211d041 There are no core developers, only core reviewers 
We've insisted in the past that "core developers" aren't a thing, so
if we want to avoid continued propagation of that terminology then
we should do our best to eradicate it in official documents.

OpenStack Project Team Guide

To build the guide, execute the following command:

$ tox

After running tox, the documentation will be available for viewing in HTML format in the doc/build/ directory.
