Rabi Mishra 6c626e68da Bump python-openstackclient 
With https://review.opendev.org/#/c/716277/, we've started using
osc 5.2.0 which is not backward compatible. Let's bump the
requirement.

tripleoclient is an OpenStackClient (OSC) plugin implementation that implements commands useful for TripleO and the install and management of both an undercloud and an overcloud.
