Luigi Toscano 44a4503c27 Temporarily skip test_cluster_cli to avoid timeouts 
The test consistently fails and it seems that the gates can not instantiate
the requested number of instances.

The test is new (== never enabled in a released version of sahara-tests),
so this is not a regression.
