Cleanup OperatorCloud doc errors/warnings
Some of the OperatorCloud method docstrings were generating sphinx warnings, and the output just didn't look good. This cleans up the warnings and makes things pretty. Change-Id: I8be7acc9872d18b7ba899d75ba3dff43dc600731
