yeah, stackviz stable/rocky is base don tempest-full-py3 which is py3 job not based on tempest-full which is py2 version -89f78ae147/.zuul.yaml (L25)

We do not cover the py2 version of rocky in stackviz so that is why we could not see this failure here.
