Skip cross-account-copy functest if only one account
This looks like a case of copy-paste-itis. The cross-account-copy functest is skipped if we have no test accounts configured, but not if we have only one. Change-Id: Ifbefdd9aeb98e3d02c536e9d29759f86ec9af6a1
