Fix broken link in Tacker Rocky Spec 

The specification "Affinity/Anti-affinity policies for VDUs",
in section "Proposed change" refers to an ETSI document,
ETSI GS NFV-IFA 011. The referred URL [1] is a broken link,
and the correct link is [2].
