Code Issues Proposed changes

Update notification spec to follow ETSI NFV SOL specs 

To follow resource type:VnfLcmOpOcc in ETSI NFV SOL 002/003,
we would like to update vnf_lcm_op_occ table and
vnf_lcm_filters table.
