Helm chart support for CNF v2 API

This patch enables CNF v2 API to operate using Helm chart.

New vimType 'ETSINFV.HELM.V_3' is introduced.

Since helm VIM uses existing functions of k8s VIM, k8s VIM code
is refactored to share between k8s VIM and helm VIM.

Implements: blueprint helmchart-k8s-vim
