Dima Shulyak decda2207b Add pacemaker and corosync as tripleo elements 
corosync+pacemaker is working approach to handle active/passive
cluster resources.

It will be usefull atleast for:
1. neutron l3 agent
2. neutron lbaas agent
3. vip interface for haproxy
4. qpid ha setup

Installs and configures corosync element. This will be used in pair with pacemaker for cluster resources management.
