Bring in line with the manifest standardisation in review

This:
    * Removes the pip-manifest cleanup script and corresponding
      README documentation
    * Adds a dependency on the manifests element
    * Uses the manifests element for manifest location and copy to
      build area
    * Standardises the manifest naming
