Rename README.txt file to README.rst

This patch is a follow-up patch for the 8c02750f5b
which renames the README.txt file to README.rst file
to pass the openstack/governance patch [1] where
"governance-validate-legacy" job is failing because
``README.txt`` file is not removed yet.
